Total retail sales of commodities and services surged by 24.2 per cent (compare with 2010) to VND2004.4 trillion (US$95.5 billion) in 2011.
Excluding the effect of inflation, retail sales rose only 4.1 per cent, well short of the 14.7 per cent recorded in January to November 2010.
Weak retail sales growth was blamed on high inflation of around 20 per cent.
